If provider_2 (the link experiencing the outage) is the current CNA-determined performance-route winner and not the natural BGP selection, a new winner will be selected from a winner set that excludes provider_2 from contention.
If provider_2 is the natural BGP-selected route, the CNA system will follow one of two courses of action depending on whether the always-move-from-bgp behavior has been enabled. The always-move-from-bgp behavior is disabled by default.
