How to config sbce connect equinox ott mode

Hi guys

I will set the link between SBCE7.1.2 and equinox conferencing 9.1 ott mode

I follow EquinoxConferencing_DeployingAvayaEquinoxSolution_ R9.1_April2018 guide

setting,but I find when i user public FQDN want going to user portal

sbce give me response can not connet user portal page

i use wireshark trace find this log ?
