ACCCM 6.3.1 Bulk User import limitation

ACCM 6.3.1 allows max bulk import of only 15 one-X agent at a time using CSV file. Any users beyond the 15th user in the CSV file are ignored and not added to ACCM after the file import. Is this ACCM limit or a known software bug?
