How to import new uniform-dialplan numbers?

I'm trying to use the import feature of Avaya Site Admistratior (ASA V6.0.07 SP6.01) to import new uniform-dialplan numbers. The job runs but shows 0 objects created and never actually creates the UDPs. I have the same problem importing new AAR Analysis and off-pbx-telephone station-mapping. Any suggestions? It seems like this feature is broken.

CM is version 5.2.1
