How to re-route calls blocked by COR or Tenant

Hello,

I am trying to find a solution to an issue I have here is an example. I am using CM7

1. station 1111 is in tenant 1
2. station 2222 is in tenant 2
3. Tenant 1 is not allowed to call tenant 2
4. the digit 2 is setup in the UDP point to AAR

With this setup when station 1111 dials station 2222 it plays intercept (fast busy).

What I need it to do is route 2222 to a tie trunk using AAR instead of playing the intercept.

I have also tried this with COR and it does the same thing. It plays an intercept instead of sending the call to AAR

Does anyone know how to do this?
