OneX Portal not working on E129 hook flash

In our R9.1, One-X user with a E129 phone. While E129 is in a call, cannot use One-X to make or answer the 2nd call. Need to manually press the "hook flash" key on the E129 phone. Is this a design limitation? Or something missing in setup?
