Server Edition expansion issue

Hi

I have a very strange issue.

500v2 setup as "standard" will see both extensions and users of a combo card.
500v2 setup as "expansion" well see the extensions but not the users, they are not created.

Version 9.1.8 being used for SE and expansion

Any ideas anyone?
