1692 1.3 upgrade

I just attempted to upgrade our 1692 phones and was sucessfull on all but the phones that are labled revision A on the bottom. They will recover to 1.1 and 1.2 but stay at intilizing when loaded with 1.3. Is this a know hardware issue?
