IPOCC Rls 9.1 License

In an IPOCC release 9.1, can be logged a telephony agent with the license VALUE_CIE_CC_MONTELUSER? Or must also have the license VALUE_CIE_CC_USER_VOICE?

For telephone use to be ready receiving topic calls the user voice license needed
