IPOCC - Question about announcement

When I mark the topic "40211" it routes the call to the flow which has an announcement of 20 seconds and then the call goes to the agent....

We have installed IPOCC R10 and IPO Server Edition. When we call a topic we hear static noise instead of announcement.
