How caller know that the line is busy

How do I activate notification to the caller when the phone is busy in AVAYA Phone 1608-I ?

I'm using IPO 9.1.8. My phones never ring busy and the caller hears either ringing or the caller goes to Voice Mail. If I'm using my phone any a second (or third) caller dials my number, I get one ring and a visual notification that there is another caller trying to reach me, then I have a choice whether or not I should switch callers. Not sure if this will help you.

But how do I get a version IPO 9.1.8.
is it last version of IPO ?

Actually Avaya has come out with version 10. There are major changes and I will postpone going to version 10.
Version 9.1.8 is available at Avaya's regular download site.
