    Getting to 911 in an Emergency

    My proposal was to
    1. add 11 2,2 P14 to the ARS Digit Analysis Table and
    2. add a new route-pattern (RP) 14 that inserts digits 99 to the dialed string.
    After an exhausing review we elected not to impliment this for two reasons.
    1. The risk of false positives outweighed any perceived benefit.
    2. There has never been a known case of someone dialing "11" thinking that they had dialed "911."
