Default IP Office SIP trunks bouncing after WAN outage?

Hi All -

We've noticed a pattern with our IP Office systems (mostly R9.1) where, following a WAN outage, the SIP trunks will start bouncing. They'll stay up for 30 seconds, go out of service for a few seconds, then back up for 30 sec, and repeat.

To stop the bouncing all we have to do is force the trunks out of service for a few seconds, then put them back in. Following that manual bounce they will stay up.

Has anybody else seen this? Any idea what we can do to stop it? Besides preventing WAN outages, of course. If it matters, these are AT&T IP Flex SIP trunks.
