Avaya switches dropping power to phones

I'm wondering if anyone here can help with a problem that has been ongoing for a while.

We have (3) ERS-4500 series switches in a stack:

    POE
    1x ERS 4548GT-PWR HW:12 FW:5.3.0.3 SW:v5.6.5.012 BN:12 (base)
    1x ERS 4548GT-PWR HW:20 FW:5.3.0.3 SW:v5.6.5.012
    Non-POE
    ERS 4524GT HW:10 FW:5.3.0.3 SW:v5.6.5.012

    all running SW ver v5.6.5.012

The two POE switches take turns dropping most of their power load causing phones to reboot, and the attached computer to lose connection, about 80 people affected. Yet the switch doesn't restart.
I see this in the logs of the 2nd 4548POE:
PoE Port Detection Status: Unit 2/Port 7 status: Other fault
PoE Port Detection Status: Unit 2/Port 8 status: Other fault
etc.. usually for most of the POE ports.
    then:
PoE Port Detection Status: Unit 2/Port 7 status: Delivering power
PoE Port Detection Status: Unit 2/Port 8 status: Delivering power
    etc.

In the first 4548POE (base) I simply see
    trap: pethPsePortOnOffNotification
PoE Port Detection Status: Unit 1/Port 15 status: Delivering power
    trap: pethPsePortOnOffNotification
PoE Port Detection Status: Unit 1/Port 16 status: Delivering power
    etc.

Anyone have any ideas what could be wrong?

hi bud you need to verify if you are pulling to much power if thats the case you need to define priority to "sacrifice "non critical users or distribute sets accross the stack
