Default Can't view reports in IPOCCR

Hi, I'm trying to generate a Manual report, but every time I try to drag a report template to the other part of the screen, nothing ends up happening. My screen looks different than the help section, and it feels like clicking icons won't do anything.

I'm logged in as a Supervisor, but have the Administrator login if need be. I've never used this system before, and don't have anyone to compare with how things were working before so I came here for help.

question in wrong forum, IPOCC has nothing to do with IPOCCR reports

I appreciate this was in the wrong forum but can't find it being asked anywhere else. Does anyone know the answer to this question elsewhere perhaps ?
