Default cov remote not working

I have a cov path that is assigned a cov remote to a cell number. When dialied directly cell number is ringing, but when dialed through the cov path/cov rem assisgned - not ringing, getting a busy. Going out same rp. Any ideas on what could be up? I see a denial even - denial event 2291: Rem off-net covpt is busy D1=0x5a1 D2=0x3873 - but not sure how this is applicable. Help is appreciated! can you please post the whole trace? during this route is SIP routing involved for outgoing?
