I have some 1408 sets on a IPO 500 that need to go in a classified area where the speakerphone mic needs to be disabled but the cusotmer wants to be able to monitor the call and use paging.

disable Speakerphone while still having monitor
The easiest solution would be to sell them a 5402 phone instead of the 1408. The 5402 is $150 list price. It has less features and functionality but it also does not have a microphone, only a speaker so it can recieve a page but can not be used as a speaker phone. -
another option woud be the 2402 but that is more expensive.Comment

This is the only way to disable a speakerphone, see below, and it will not allow the user to use the speaker at all - no monitoring of calls and paging calls to it will turn into ringing.
Disable Speakerphone: Default = Off (Speakerphone enabled). Software level = 4.1+.
When selected, disables the fixed SPEAKER button if present on the phone using this extension port. Only supported on Avaya DS, TCM and H323 IP phones. An audible beep is sounded when a disabled SPEAKER button is pressed. Incoming calls such as pages and intercom calls are still connected but the speech path is not audible until the user goes off-hook using the handset or headset. Similarly calls made or answered using other buttons on the phone are not audible unless the user goes off-hook using the handset or headset. Currently connected calls are not affected by changes to this setting.
