Delay in message calls after the messaging software starts
Description
Upon starting the messaging software, the WFM process queries the database for all open message calls (that is, message calls in the received, active, launched, or suspended state). The messaging software will not deliver message calls until the WFM reviews the complete set of message calls awaiting delivery and sorts this work queue into the appropriate delivery order. (The delivery order is based on message receipt time and expiration of suspension timers.) If the set of open messages exceeds several thousand, then there can be a noticeable delay.
