Delay loading runtimeconfig webpage

I have a few Tomcat 9/Java 11 instances running 8.11.08.01 and 8.12.09.01 OD apps on RHEL 8 systems. Sometimes when trying to load the runtimeconfig webpage it will timeout at the session timeout before the login page even renders. I'm assuming that runtimeconfig is trying to look for "something" and that something times out. I don't know what to look for that is timing out. The only thing I have configured is the WebLM. The FQDN of the WebLM is resolvable and reachable with no issues.
Ideas?

It looks like either security or network connection issue between the browser and the app server if it takes time to load the login screen. Runtimeconfig would not do anything before the login screen is loaded.
