Avaya CS1000E Rls6.0 DISA problem

Hi ,
Can somebody help, i have problem for DISA feature.

i have tried to program DISA in LD 24, i connect 1 CO trunk to CO card and program in LD14
ATDN : to DISA number,

I call the CO Number but don't hear the tone and can't dial, when i trace the DIAL DN is None
