UCM 7.0 Cant EDIT System Speed Dials

I have a problem in that my SSC list does not give me the option to EDIT a particular entry in the list. My only options are to ADD / DELETE. If I add an entry it places it at the next available position at the end of the list and there is no option to slot it in a previously deleted position thus my list has become full. I have been able to EXPORT to .csv via EM, edit accordingly and re-import sucessfully. Is this normal?

Yes, it's normal. You have the option to edit the list through the CLI instead UCM and EM
