Rem off-net covpt is busy error

Hi - Need some help understading and resolving what is going on. I have an agent id assigned to cov path. cov path point 1 is assigned to cov remote number. I get this error "Rem off-net covpt is busy". When I dial the number directly, goes through. I know it's not an ARS issue. I have another user set up same way and it's working? I don't get it. Any ideas? Greatly appreciated!

Try running li trac st xx when you call the station and it hits coverage, print the trace it will provide some hints for troubleshooting.
