Multi location dial plan

Cm 6.0 is having 6 digit extension eg 13-6000.
However user could reach each other by dialing 6xxx (4 digit).
How do we implement this setup ?
-There is no location prefix configured
- the extension could be registered to cm using 4 digit
How do we do that on cm6, thanks
