Anyone know why on version CM10 that I'm unable to dial out using call history???

Phone is not inserting the ARS code when dialing from the call log. Add dialing parameters to your 46xxsettings.txt file. Example:

SET ENHDIALSTAT 1
SET PHNCC 1
SET PHNDPLENGTH 4
SET PHNIC 011
SET PHNLD 1
SET PHNLDLENGTH 10
SET PHNOL 9

I would've assumed bc from recenlty upgrading that most of the .txt files would be replicated
