SBC is not replying to multiple BYE

In the scenario where A calls B, my SBC does not respond to several BYE messages with a 200 OK. When B hangs up, the call remains active, whereas when A hangs up, the call is correctly released on both sides.
I need to determine whether this issue originates from my SBC or from the operator.
