    denial event 1166 unassigned number

using CM5.2 with incoming ISDN PRI trunks. anonymous incoming calls terminate fine to a desk phone but when I try to route an anonymous call to our helpdesk call server we get the error. Other calls route to the FrontRange Heat call center just fine, this only happens when a call lacks caller id.
The call appears to process fine- a list TAC show the call goes through UDP/AAR, terminates on the right trunk group and sets up the right digits...but then the denial event! The recordings we hear are 'the phone you are calling from is not configured in the system' followed by 'the number or code dialed is incorrect, please check the number and try again' followed by the last announcement 'message 7 switch 355'.
Any suggestions would be most welcome!

As I understand from the above issue details, it looks like message that you hear is being played at the service provider and they dont intend to accept the calls with callerid information.

generall speaking calls are allowed with caller ID but service provider may choose to reject with any valid ISDn reason code which is 1166 unassigned number.

last announcement 'message 7 switch 355'. this might be indicating the identification switch(or call manager) being used by the service provide.

I would say best place to start with troubleshooting is SP for the link where you are trying to send the calls without CallerID
