unable to route 911 calls out MM711 on G450

i am having issues getting "911" or "9911" to route out a trunk line set up for emergency calls. i have attached a trace. i've set these up before with no issues, but this is the first site that has been set up with SIP endpoints.

any help would be greatly appreciated!!

Does CM have multiple locations administered? Locations are tied to network regions and the ip-network-map table should be assigning the SIP phone subnet(s) to the appropriate region.

A location can have its own ARS table, which will point emergency dial patterns to route patterns utilizing the pertinent trunks.

If everything is one location, the default ARS table is used.
