E911 configuration and logining into a phone

Hello I am new to this forum so I hope that I ask this question correctly. I work for a hospital in Chicago, IL; we have a new building going up and have selected Avaya Aura 6.0 as the PBX. We also have Juniper network gear going in.

My question is about E911 and what happens to the settings if a user log's into a phone. We did not buy Red Sky or any other E911 software, what we are doing is using VLANS and separating the floors into two different sections. One side goes to the south IDF and the other to the North IDF. Is there a way to program a button for E911 that will not change if a user from a different floor logs into a phone on a different floor?

As long as you have administered the system properly, you can always send the Emergency Location Identification Number instead of the actual station extension. Please see Chapter 71 of the Feature Description and Implementation document at:

for information on how Communication Manager supports 911 natively with no additional equipment and how to administer the various features. You might also want to look at Chapter 69 which describes how to allow calls from unnamed (unregistered) IP telephones.

Well that fine on Outbound with ELIN for each location or floors and implementing ELE thru the Network Map.
but what about the Inbound call back for the 911 PSAP ? where the wall will go?
According to Avaya doc if the SYS PAR Feature is set Emergency Extension Forwarding (min): 10

then After a 911 call the PBX is supposed to route any call to that ELIN to the 911 Caller for 10 Min.
I did not found yet on how to get that done.
Anyone have a clue on how to setup Emergency Call back feature.?
