Automate time of day routing

Does anyone know of an application that would change time of day routing without having to log into Avaya PBX? I'm looking for a tool that would allow a non IT person to change a time of day routing quickly, but no hands on in the pbx itself.

The only way to administer time of day routing is to log into CM either via ASA, the web interface or System Manager.
