Delay in connection for transferred calls

I am having a weird issue in a satellite office with a user that is experiencing a delay in connection on transferred calls. The user will call someone, get their voice mail, then dial "0" for the operator. The operator will pick up and begin speaking but the caller does not hear them, and vice versa. It takes a full second for the audio to connect. What can cause this? We have H323 phones and SIP trunking, currently. I am working on converting all phones to SIP.

The call may be shuffling to shift the media stream away from a media resource and instead route directly between the IP phones. A CM trace would show the media path.
