WSS 2380 /2382 WEB-portal page does not appear

Hi, my client's boxes are WSS 2380/2382 sw. ver 6.0.13.2 REL, We've met with the problem with guest web-portal authentication. Sometimes during the day web-portal page does not appear. Trace log shows the following:
"...DEBUG Not enough resources for HTTP service for client..."
Has anybody met with this?
Manual cleanup of unauthenticated web-portal users helps, but we are looking for permanent solution.

Do we have a radius server/active directory used for captive-portal user authentication ?
Have you set any idle timeout value for a client authenticated through web-portal ?
