On Avaya/Nortel switching devices, interface status has both OPER and LINK status.

30 Enable Up Up Enabled Disabled 100Mbps Full Disable
My assumption was that LINK was layer 1 detection and OPER was layer 2 detection.
However, I have up/up for both status and no mac address from the connected device.
I have searched every nortel/avaya document i can find and have not found an explanation for the difference between these two port status.
Can anyone shed some light on the differences between these two status indicators?
