can anyone explain why I can get a dail tone on but cant dial. When I dial out nothing happens. Tried to change out with known working phone and still no luck.

Many systems require that you dial a digit (such as 9) before the outgoing number. Are you dialing that?
And, the 2nd dial tone that you hear after dialing the 9 is not the dial tone from the phone company, but generated by the phone system. It does this for your "comfort", but it is really capturing the digits that you dial, and routing them out over specific lines. The actual lines may be dead.....
