I have a CMS user who wants her window count increased and her refresh rate decreased. When I make the changes on her user data screen, CMS will not take the changes. Is this a result of a threshold setting, where there is limit on how many users can deviate from the default settings?

Normally it should work until and unless any hardening done on CMS on the limit.
Try to create a test user or see any user have those values. If new user is working or other user have same value, we may need to re-create user having issue.

What version of CMS and CMS Supervisor are you using?
What exactly is happening? Are you getting a successful message on the modification of the user's properties?
If you go back and look at that user's properties are the values updated?Stephen WoodComment
