Cat 3 on an IP softwitch

I'm not sure if this is the correct forum to post this query. Please suggest me an alternate forum if this one is not correct.

We are designing a telephony system for a complex of buildings. Some of these buildings are commercial and some are residential. They all have the same IP backbone. We are planning on using Avaya's softswitch for this backbone. The client wants IP telephony in commercial buildings and traditional telephones in the residential apartments. Is it possible to provide traditional RJ11 connectivity through this softswitch?

The plan is to use Avaya Aura. No specific product confirmed yet so are open to recommendations.
