Overflow of No Agents Available

How do you overflow to say an external destination of 0 agents are available?
I have been trying to get it going with Agent Group Specific variables
(specifically 'ag(?)[].loggedOn' == 0)
But if the agent is logged and goes on break mode, it will over flow
