telephony services suspended

I upgraded an IPO from a 6.1 to an 8.1. Added the essential license after but I am now getting an message "telephony services suspended on IP Office until a valid license is installed. Manager shows the License as valid, but the IP office is not functioning. How do I get the suspension taken off?

As you've been told elsewhere, you need an upgrade license.
