The documentation states there's a Windows Server version, but I can only find the RHEL version in PLDS. Also, SAL GW is at 2.x, but SAL Policy Server is still only at version 1.5 with no service packs; should I even consider this an active product?

The windows version is no longer available. The avaya policy server is an active product but currently supported under linux only (RHEL 5.X 32 bit). The current version is 1.5 and no Service Pack is available at this time. It is compatible with the SALGW version you mentioned.
