Cannot add new phones from phones tab in em

We are trying to add new phones in element manager on a cs1000e rel 7.5 going thru ucm and getting into element manager, we have tried to use templates also and it doesnt work either, now we can make changes to existing phones that works. The error we keep getting when we try to add phones either manually or via template it constantly flashes on the template page "multiple phone addition is not allowed since the template has a partial dn". And it does this same thing whether we are using a template or not. Any ideas!!!

Templates neither works for us but we haven't seen this error before,

I am having the same issue in Element Manager release 7.0. Did you ever find the solution to your problem
