17 digit int'l call not going thru, 16 digit calls do. Help please

Hello Avaya Forum,
I have a user in Germany attempting to dial international to Sweden. The number is 17 digits in length, and will not go through. Can I simply configure the PBX to allow for 20 digits?

This is a rookie question I know. I've only been certified, and working with Avaya products for 1 year. If this were a Nortel pbx I would have fixed this already.

Additional info. It seems as this issue is system wide. How can I modify the system specifications to allow for more than 16 digits to be dialed successfully?

ARS table for this number needed the "max" raised up from 16. Problem solved.
