Configuring Extension Mobility

What options or features are available to allow users to log into an IP phone with their extension when the phone registers to a different CM than where their extension is defined?

I understand an option exists to define multiple CMs server IP addresses in DHCP, so that the phone will search for the CM where the user's extension is defined, but this doesn't seem to be a scalable approach when considereing a global enterprise.

I'm on CM 6.0 and SM 6.3, phone are currently running H323 registered to CM, we do not plan SIP phones for a while, but would still be interested in finding out how this would work when the phones migrate to SIP and register to SM (so in that case it will be different SM's).
