MLPP Multiple Level Precedence and Preemption

I'm looking for how to disable access to MLPP for multiple CORs. In the COR, I can set the precedence maximum level but I cannot just disable it.

I know FRLs work but in my circumstance, there are some users with access to nothing but MLPP so I can't use FRLs for the restriction.

There are also users that are permitted everything except MLPP access.

Any ideas?
