Menu -> Options & Settings -> Call Settings -> Edit Dialing = Off

      or..
Dial the number then press the "Call" softkey.

Edit Dialing on 96xx H.323 Terminals

In "change system-parameters features" form., there are two feature:

        - Onhook Dialing on Terminals?
        - Edit Dialing on 96xx H.323 Terminals?

        Edit Dialing
        *************
Edit Dialing on 96xx H.323 Terminals: If enabled, an end-user can dial a number when the telephone is on-hook. Disabled by default.

Edit Dialing feature enables you to pre-dial a number when the telephone is on-hook. During the pre-dialing phase, you can edit the digits of a dialed number. The number is dialed when you go off-hook (lifts handset or presses the speaker button) or press the send soft key. Edit dialing feature is available on Communication Manager Release 5.2 or later. The 96xx and 96x1 series with IP telephones with H.323 3.0 or later firmware support this feature. This feature is not supported with IP telephones with SIP firmware. The Systems Parameter field on the Feature-Related System Parameters screen in Communication Manager controls this feature for all Edit Dial capable telephones. When enabled, a telephone goes into the Edit Dial mode in the on-hook state. After enabling a telephone, when you press a dial pad button in 96xx and 96x1 telephones, Communication Manager sends a message to Edit Dial capable telephones. This message instructs the firmware to collect digits to send to Communication Manager.

If enabled, users can dial without lifting the handset. Users hear dial tone when they press the Speaker button, even if the handset is on-hook. For 6400/8400, 607, 2420, 2410, and 4600 telephone users with speakerphones.

          thanks for your great replay,

i found the feature disabled and i enabled it in system parameters features,
it really dial without the need to press Speaker button,
but when dialing a number the headset is activated not the speaker?
i want to dial first and in the mean time the speaker is on not the headset.

Is there is a way to make this feature works with the speaker? so when calling just enter the number and it dialed and the speaker is on!

Yes the headset button needs to be active (manual process) before the call is made, to end the call user hits drop.

              Setting the audio path

There is an option on the phone to change the default audio path. give this a try and let me know if it works:

              Setting the audio path
You can set your phone to go off-hook on the Speaker or the Headset when you make an on-hook call
              Procedure
              1. Press Home.
              2. Tap Settings.
              3. Tap Options & Settings.
              4. Tap Call Settings.
              5. On the Call Settings menu, touch Audio Path.
              6. Touch the setting to toggle between the available choices
              • If the current setting is Headset, touching that line changes the audio path to Speaker. For example, if the current setting is Speaker touching that line changes that setting to Headset. Touching the setting again changes it to Speaker.
              7. Touch Save to save the setting or Cancel to return to the menu without saving.
              Note:
Depending on how your administrator has configured your deskphone, you might not have the option to change the audio path as stated above.

                Sysaudiopath

You may look into this one as well. although it doesn't specifically mention the 9650c...

SYSAUDIOPATH: To set the default audio path to the speaker or the headset, or allow the call center agent to select the audio path.
                SYSAUDIOPATH
For Avaya Call Center use only Specifies whether the agent can select an option for Audio Path (the Headset or Speaker) or must use the default as configured by the administrator.
                Valid values are:
0 = Default value. The agent can select the audio path through option & settings -> call settings. The options are Headset or speaker. 1 = The deskphone automatically sets the parameter OPTAUDIOPATH to 1 (speaker) and the agent will not have the option to choose the audio path through call settings. 2 = The deskphone automatically sets parameter OPTAUDIOPATH to 2 (headset) and the agent will not have the option to choose the audio path through call settings.
                Note:
By implication, if the 46xx settings file contains a non-default value for SYSAUDIOPATH, the setting for SYSAUDIOPATH overrides any user-specified settings for the audio path
