local Craft procedures on the phone to manually assign IP address
In the "Changing IP address information" section of the "Installing and Maintaining Avaya IP Deskphone H.323 9608, 9611G, 9621G, and 9641G" document, page 46, it has few instructions. You would need to use the local Craft procedures on the phone to assign the IP settings manually.

Trace the network in and out of the IP phone by port mirroring
Static addressing is necessary when a DHCP server is unavailable. But static addressing
has room for text entry errors. So Avaya recommends that you install a DHCP server and
do not use static addressing. Assigning manual IP address to phones would be complicated during maintenance and might even introduce duplicated IP usage challenges.
One way to troubleshoot why the phone is not receiving an IP address is to setup a network trace (using port mirroring on the data switch and a network capture application such as wireshark) and capture a trace while the phone is booting up. Then analyze the trace to see if the problem could be identified.

I typically use the WAN port for the IP Phones, on their own flat network. On the LAN-2 set it to Server and Avaya Clients Only. If you are going to use the computer port, then you need to use VLAN, and set the VLAN number in the phone when it first boots up, then it will be able to find the IP Office.

So here's what I did, I by passed my 3510GT-PWR+ switch and plugged in my IP Phones to another switch on my network then changed the call-server, HTTP, HTTPS, to point to my IP500, our router is doing the DHCP. Now the IP Phones download updates, get their ext. and can make an internal call but after about 30 seconds it restarts. Will keep you posted with what I find. Thanks for all the help
