how to make password for NCOS and TGAR

Hi all,

I have the Avaya system and the number of workers who use the system five technicians.
I would like to reduce the change of services in LD20 through NCOS and TGAR
Is there a way I was denied access toNCOS and TGAR?
So that gives wrong message when they tried to use them.

Can you kindly explain in detail the requirement please, From what i understand, below is what i see..

You would like to restrict users to carry out changes in LD 20 specially NCOS and TGAR and be able to provision other settings ?
