CDP uses steering codes, so the number people dial to get a a particular set in the network on another switch is a bit different depending on which switch in the network they are dialling from. UDP uses location codes so the digits dialed to get to a set on another switch in the network can be the same from any switch in the network.
This info is based on Communication Server 1000 implementation of CDP, and UDP - not sure if that is the product you are talking about, or if other products implement differently.
