IP Office 403

I got the IP Office 403 that someone used with his configuration and when i try to connect with IP Office manager 8.1 and Administrator/Administrator username and password i got the message:Failed to retrieve the configuration from ip office. My laptop and IP Office are in the same subnet and i am connecting to him directly via ethernet cable.
Can someone tell me whats the problem?

1. Disable Windows firewall.
2 In Manager: menu File -> Preferences.
- in Preferences tab check "enable BootP and TFTP Servers"
- in Security tab uncheck "Secure Communication"
