    9611 SIP can't disable SendCalls

Recently copnverted my first SIP set, a 9611 using firmware 7.0, Session Manager 6.3.8 and CM 6.03. when the phone logs in, SAC is initially activated. There is no check mark on the SendCalls Soft Key. Pushing the soft key does nothing. I can turn SAC off by dialing the feature access code. If I psh the SendCalls button wneh SAC is off, it does turn on, but I have to dial the FAC again to get it turned off.

If I remove the SendCalls button, I get "Feature Invocation failed" on the set when I try to press the button and the SAC state does not change.

I am using a very minimal 46xx settings file. Any ideas out there? Thanks.
