ip phones won't register back to the gateway

I have new gateway and LSP that are registered to the core switch. However the ip phones did not register to their network region. The location field on the station form is filled to the correct network region. The IP range is in the ip-network-map. What am I missing and why is this occuring?

Are you running DHCP or hard coding the address into the phones

Status the station and verify its IP address is within the subnet defined on the ip-network-map table. Is the phone H.323 or SIP?
