Is there anyway to monitor the actual PRI messages on Avaya Red similar to "enl MSGI" on Nortel or "debug isdn q931" on Cisco?

You can run an mst trace, but it can be dangerous.

change mst - set high level configuration
clear mst - clear the trace
enable mst - enable the trace
disable mst - stop the trace
change mst default - set config back to default
